An admin creates a chapter and assigns its owner. Closing a chapter keeps its history and does not remove awards.

Global entitlements — like certs, but other systems check them. Slug is the stable id (wiki, hangar). Assign a key on a person's Access tab. External check: GET /auth/access?key=wiki&id=ORDOID or discord_id=…, with an API credential that has Keys or Read.

Site and app credentials (ordo_…). Not the master secret. Universal is for a bot or another site. Token is issued to a member. Scopes: Read, Write, Provision (join/update/leave), Keys (look up held keys), Admin. Shown once at issue.

Not a mailbox host. Portal notices go through this relay. Members send as slug@domain using a generated SMTP password.

Members enter a destination inbox in Settings → Email. Cloudflare emails them a verify link. After they click it, slug@domain is created and activated automatically. Paste the Email Routing API token once. Account and zone IDs are already filled for ordo.nexus.

Unknown IPs are throttled. Signed-in members and API_SECRET (BotGhost) skip the unknown cap. Add BotGhost / office / home IPs or CIDRs here if a source should not be buffered.

Signed-in: 180 GET / 90 write per minute. Over limit returns 429.

Members pick one of these when they submit. Audience controls who sees the petition after it is sent. Own Leads = the dossier’s lead and assistants. Specific Leads = listed Ordo IDs plus admins.
